Course Description:
Put It in Writing: Developing an Effective Policy Manual is a one-day, in-person training designed for multidisciplinary public safety professionals responsible for creating, reviewing, or maintaining agency policies. This course moves beyond templates and checklists to focus on building policy systems that are clear, usable, defensible, and aligned with real-world operations. Participants will explore how policy functions as leadership in writing, identify common sources of policy confusion and organizational risk, and gain practical tools to strengthen their agency’s policy manual across law enforcement, fire, EMS, corrections, communications, and emergency management.

Learning Objectives:
By the end of this course, participants will be able to:

  1. Evaluate the effectiveness of their current policy manual, including organization, clarity, accessibility, and alignment with operational practice.

  2. Apply a risk-based approach to policy development and prioritization to focus effort on high-impact, high-liability areas.

  3. Write and structure clear, defensible policy language that supports consistent decision-making and effective supervision.
